Well, since the 2006 border fence legislation was passed, with the support of then Senator Barack Obama, then Senator Hillary Clinton, Senator Chuck Schumer, etc., about 1,250,000 meters of fencing and walls have been erected along the southern border. Trump's administration is continuing wall building under that legislation and is dedicating more resources to it.

Because when the Democrats were in favor of keeping Mexicans from crossing the border, it was for non-racist reasons, like not undercutting US wages, not allowing unauthorized people to work in the US, and not allowing illegal aliens to take advantage of government benefits without being part of the system. And an effective policy it was too. Reducing illegal immigration from Mexico significantly. Yet while the trend was down, Trumps rhetoric was up.
