Multiple U.S. government agencies issued a joint alert Wednesday warning of the discovery of a suite of malicious cyber tools created by unnamed advanced threat actors that are capable of sabotaging the energy sector and other critical industries.
The public alert from the Energy and Homeland Security Departments, the FBI and National Security Agency did not name the actors or offer details on the find. But their private sector cybersecurity partners said the evidence suggests Russia is behind the industrial control system-disrupting tools — and that they were configured to initially target North American energy concerns.
One of the cybersecurity firms involved, Mandiant, called the tools “exceptionally rare and dangerous.”
In a report, it called the tools’ functionality was “consistent with the malware used in Russia’s prior physical attacks” though it acknowledged that the evidence linking it to Moscow is “largely circumstantial.”
The CEO of another government partner, Robert M. Lee of Dragos, agreed that a state actor almost certainly crafted the malware, which he said was configured to initially target liquified natural gas and electric power sites in North America.

A Russian warship that was damaged by an explosion on Wednesday has sunk, Russia's defence ministry has said.
Moskva, the flagship of Russia's Black Sea fleet, was being towed to port when "stormy seas" caused it to sink, according to a ministry message.
The 510-crew vessel was a symbol of Russia's military power, and has led Russia's naval assault on Ukraine.
Kyiv claims it struck the warship with its missiles, but Moscow has made no mention of an attack.
Late on Thursday, however, Russian state media broke the news that the ship had been lost.
"While being towed ... towards the destined port, the vessel lost its balance due to damage sustained in the hull as fire broke out after ammunition exploded. Given the choppy seas, the vessel sank," state news agency Tass quoted the ministry as saying.
Earlier, Russia had said there was a fire on board after ammunition exploded.
Ukrainian military officials said they struck the Moskva with a Ukrainian-made Neptune missile - a weapon designed after Russia's annexation of Crimea in 2014, and the naval threat to Ukraine in the Black Sea grew.
Earlier in the conflict the Moskva gained notoriety after calling on Ukrainian border troops defending Snake Island in the Black Sea to surrender - to which they memorably radioed a message of refusal which loosely translates as "go to hell".

The 'Snake Island' guys surrendered, contrary to the early reports of 'Russian warship, go fuck yourself' story.
But this Moskva, I think was a very large loss for Russia. Reports suggested that it is as significant as the US losing a carrier.

I can't easily believe any news from there. Maybe if it were denied at least three times by government officials.
If cornered to guess, I would guess that the ship was sank. Whether by enemy forces outside the ship, enemy forces inside, friendly fire from outside, or friendly fire inside...well, I guess it is a wait and see thing.

Reports on telegram that Kyiv-ites are hearing explosions, and Readovka (oil refinery) was destroyed. The report said the LAST oil refinery.
