Wait, the government does not do anything. Then it does not matter who wins.
Faith? useless, we need pragmatists
Values and honor? No politician has either. But they might be useful, if we made sure the economy in general, and bankers in particular had them... or could be prosecuted and put somewhere they can't harm the country for lack of them. Common greed applied to that degree of harmfulness ought to be a capital crime.
Running for office should be a crime. People should be elected with the promise that if they do a good job they won't be re-elected.
I propose conscription. Our representatives should be elected by random lottery for a one year term, and no person should be required to serve more than once. They should be paid no more than the national average wage, they should live in government-provided dorms, eat government provided food, and not be allowed to leave DC without permission. They should have to punch a time clock and be at work from 9 to 5 ever weekday. Congress and the DC bureaucracy should only be in session for three months per year. We ensure this by removing all heating and air-conditioning from all federal buildings, making it very uncomfortable except for a few weeks in the spring and fall.
This has a number of benefits. First, since they are "Joe Average" citizen forced to do the job, they will not want to do anything that might be a pain in the ass to themselves when they are out of office. Second, being amateurs, they will not be able to do much to begin with, which means less federal interference and involvement in our lives because they will have to concentrate on the important stuff. Their time in session will be extremely limited, so they won't be able to do much. And there will be no chance for corruption because they will be sequestered from access by anyone during their year in office by a wall around the compound.
