Problem is most countries don't have laws along the lines of plotting to blow up people abroad who aren't your own citizens as there are times when governments tend to do this sort of thing.
As far as I know its not a crime in the UK to conspire to assassination the American president through it obviously is in the US which makes extradition somewhat complicated
