Eugenics is based on science and fact, and it's opposition on misguided "morals" and irrational religions.

Misguided social programs based on Lamarckism has resulted in reproduction rate and stupidity being strongly selected for. Smart is not the word that comes to mind when describing an unwed mother with no means of support and several children. But as she has spread multiple copies of her genes, she gets the last laugh as she raises her children to continue to "irresponsibly" have more children at a young age. The more responsible,smarter married couples may only have one or two children at a much older age.

Not more intelligent, more familiar with the types of questions. It is the unfamiliarity with the questions that requires intelligence to figure out.
Each test taker should have to reinvent the wheel, and it is the intelligence to do so that is measured.
The Flynn effect confuses learning with intelligence. Sort of like the Law student that takes six times to pass the bar exam and calling him as intelligent as those that pass it on their first attempt.
