As for the military leaders: They are likely more realistic than he is, and hence more amenable to reason. Mind you, there is plenty of evidence (both historic and current) to show just how loopy people can be. After all, it was the hotheads in the Japanese military that were the main cause of prolonging the Pacific war for so long, even though none of them were treated as a living god.
