It's partly that West African cobalt is a readily available commodity which is in high demand, the sale of which fuels a number of messy and overlapping conflicts in the region. And it's party that Western mineral traders, Dutch and British in the main, run a cartel that controls the price, and/or trades illegally with governments and rebel group, and/or pays for minerals in weapons and ammo. In short, ongoing conflict both facilitates child exploitation and maintains low commodity prices at source.

There are very rich veins of cobalt in the DRC, Elsewhere is is a relatively common element (more common than lead, lithium and tin), but the concentrations are low and there is a lot of other metals present making it expensive to extract.
Canadania has quite a lot of it, and nearly every gold, platinum and copper mine has a bit but they normally throw it into the tailings dump.
