For me, his suitability, as it relates to his fossil fuel ties hinges on the nature of his connections, and the position he is being considered for. The nature of his connections is obvious. I read somewhere that you can't understand Louisiana without oil and gas, and the above facts suggest that's true. If you're going to represent a state, can you really shun the employer of close to half a million of its citizens?

As the head of the Office of Public Engagement it's possible that environmentalists may be given less promotion under him than some would like. If you wanted someone to champion the green energy cause in this position, Richmond may not be the guy. But Biden and Harris have already made a lot of noise about addressing climate change, and nobody is going to let them forget. The White House will be expected to consistently talk to those interests throughout Biden's Presidency.
People who do PR for the fossil fuel industry have a rather dubious reputation for communicating the truth. Which makes him a perfect choice for the job.

Apparently he tells the truth when he fights for social justice. He's got a 100% rating from the Planned Parenthood Action fund, a 93 from the Human Rights Campaign, and an 85 from the ACLU. He also gets high scores for several other issues in this basket.

Louisiana depends on fossil fuels. It's no surprise then that their representative works with oil and gas. It's not like someone with no real stake in energy who has a philosophical affinity for polluters eg just about any Republican regardless of their state's economy.
