An election official might consider providing a

GSA chief personal email flooded with requests to explain herself. No response.
As part of the same email, Pennington sent two distinct statements, one of which she said was to be unattributed and the other one of which she said could be attributed to a GSA spokesperson. The substance of them amounted to this statement:

There are no updates at this time and GSA’s position remains the same. An ascertainment has not yet been made. GSA and its Administrator will continue to abide by, and fulfill, all requirements under the law and adhere to prior precedent established by the Clinton Administration in 2000.

In a normal election, the people sign a voting book (printouts at polling place, bound in some manner) and then cast your vote.

While Ellis did not specify what she meant by inconsistent data, it's likely she was referring to precincts that are out of balance, where the number of voters recorded in the poll book doesn't match the number of ballots cast.

If the balance is higher than the votes cast then that's evidence of fraud in favour of Biden. If the balance is less than that's evidence of fraud against Trump. No other explanation is possible!
