Yes, I read that article this morning. It rings true, conforms with the known facts, and damns the Trumpist response to the pandemic all over again.

Private industry can do wonders when called upon, and probably would have produced at least an acceptable nationwide testing regime. However this effort of Kushner's was, above anything else, a block on other routes to development of such a regime. It seems to have been in reality a stalking horse which was discarded, not because it wasn't needed or wouldn't have been effective, but because of a partisan political objective. In accord with the rest of this administration, a breathtakingly despicable example of short-sightedness and corrupt motivation in action.
