So the political class will be making some assessments about what levels of infection and death are maintainable - because with the lead time to a vaccine that can be made available to everyone on Earth being a matter of pure speculation at the moment lifting social distancing measures will mean allowing Covid-19 to become endemic in the human population. So, would less than 200 deaths a day be enough to reopen the economy? 100? 50? And what happens if prior infection doesn't lead to immunity? A rolling cycle of lockdowns to suppress the R-number and get people back to work only to bring in the next lockdown when the R-number and the death-toll hits a certain threshold?

The idea is that if you succeed to bring the numbers down a lot by heaving a real shutdown for long enough, you can start the South Korea strategy which doesn't require a shutdown. South Korea didn't need a shutdown because they used this strategy from early on:
* Very low number of new daily infections (need initial shutdown to get there)
* Enough test capacities and public health infrastructure to test, trace and isolate cases
* Digital surveillance to allow tracing of anonymous contacts in public
* Hygiene measures like advocating / mandating mask wearing, hand washing and keeping distances in public
* Continuous ban or restrictions of high risk events like sports games, concerts, trade fairs, etc
* Surveillance through routine testing of high risk places like care homes, hospitals, factories
* Very low number of new daily infections (need initial shutdown to get there)
* Enough test capacities and public health infrastructure to test, trace and isolate cases
* Digital surveillance to allow tracing of anonymous contacts in public
* Hygiene measures like advocating / mandating mask wearing, hand washing and keeping distances in public
* Continuous ban or restrictions of high risk events like sports games, concerts, trade fairs, etc

One aspect here is that you also need social security in place so that testing and isolating cases really works.
You can't isolate a case if that means economical problems for the person. In Germany, if the health administration sends you in isolation for two weeks because you had been in contact with someone who was tested positive, even if you don't test positive yourself, you will still get your full wages as an employee or an amount based on your past average income of you are self-employed. Also, naturally, you can't be fired for this by your employer.

Only doing a bit of shutdown measures for a very long time, seeing a huge (because long time) damage to the economy and at the same time a huge number of fatalities.

I think the opening will look TERRIBLE (barring a miracle cure) because it WILL mean lots of deaths.

All that is done with insurance here. So big employers do have a compensation package during illness or quarantine. I think mine started automatically after 5 days of illness or recovery. I had 30 days of it. Most employers terminate you after 6 months of illness.
