As for international travel, we're the number 2 destination for foreign travelers in the U.S. behind New York, and the overall number 2 tourist destination in the country behind California.

Maybe not "massive", but "significant" perhaps? In a nation of 320 million, even "trivial" can add up to tens of thousands of avoidable deaths. All we can do is speculate, but like rEv said earlier, perhaps we could have ended up with a trajectory more like Canada and Australia instead of Italy.
