'Keystone pipeline spills more than 350,000 gallons of oil in North Dakota'
The Keystone pipeline has spilled hundreds of thousands of gallons of crude oil into North Dakota this week, The New York Times reports.
The pipeline has leaked roughly 383,000 gallons of crude oil, impacting an estimated half-acre of wetland, according to state environmental regulators.
The leak has been contained, according to Karl Rockeman, the director of the state Department of Environmental Quality's division of water quality.
"It is one of the larger spills in the state,” he told the Times.
He added that there are no homes near the site of the spill and the wetland that was impacted is not a source of drinking water. Pipeline owner TC Energy shut down the pipeline after the leak was detected.
Rockeman did not indicate whether cleanup of the spill had begun yet.
In a statement to the Times, TC Energy said it did not know the cause of the leak and that an internal investigation is underway.

The pipeline companies owe nothing to the landowners after a spill. The contract may have some clauses about cleanups. But no payments other than the yearly rent they pay.

A federal judge handed down a major victory for the Standing Rock Sioux tribe of North Dakota on Wednesday, ruling that the U.S. Army Corps of Engineers violated the National Environmental Policy Act by approving federal permits for the Dakota Access Pipeline.
The USACE must complete a full environmental impact study of the pipeline, including full consideration of concerns presented by the Standing Rock Tribe, the judge ruled. The tribe has asked the court to ultimately shut the pipeline down.
The court chastised the USACE for moving ahead with affirming the permits in 2016 and allowing the construction of the Dakota Access Pipeline (DAPL) crossing the Missouri River after President Donald Trump assumed office in 2017, without considering the expert analysis put forward by the tribe.

Since Trump reversed former President Barack Obama's December 2016 order denying the permits and allowed the construction to be completed in June 2017, the tribe has challenged the permits and demanded the USACE conduct a full environmental analysis.

The developer of the Keystone Xl pipeline has pushed back the construction date until later this month.
A TC Energy spokeswoman told MTN News Wednesday that construction on the pipeline crossing between the United States and Canada, did not get underway this morning as was previously anticipated.
Spokeswoman Sara Rabern described the situation as "fluid".
While she could not give an exact date on when that work will begin, she confirms it will happen this month.
Rabern said the planned activity will focus on the 1.4 mile stretch of federal Bureau of Land Management property land that the border crosses. She could not say how many workers might be involved, or for how long.
On Tuesday, TC Energy announced the Keystone Pipeline project has new life - thanks to a $1 billion investment from the government of Alberta that will fund the project for the next year.

The Canadian company clearly has nothing else to do. oil prices are such that tar sands oil is worthless. They would build this pipe line and not use for several years.

A hearing on the request to block work is scheduled for April 16 before U.S. District Judge Brian Morris in Great Falls.
Keystone XL was rejected twice under former President Barack Obama because of concerns it would make climate change worse. President Donald Trump revived the project and later pushed through approval after Morris issued an order to block construction in 2018.
Morris in December denied an initial request to block construction because TC Energy said at the time no work was immediately planned.
Stephan Volker, an attorney for the environmental groups asking Morris to again intervene, said the company’s decision to “jump the gun” before next week’s hearing was an insult to the judge.
“We are confident the court will not be bullied, and will overturn President Trump’s second approval, just as he overturned President Trump’s first approval, as unlawful,” Volker said.
