The design is a 737 fixer upper. The plane tends to stall so they put in a ”nose dive program.” To get out of the stall. The pilot needs to have a big nose dive ON/OFF button. The Ethiopians probbly were not trained on the ”emergency” feature that causes emergencies.

The US government shutdown that Trump said he was 'proud of' added five weeks to the implementation of any fix on the Boeing planes.
... US officials have also blamed part of the delay on this year’s government shutdown — saying it halted work for at least five weeks.
