As it is, the rate limiting step of photosynthesis is the photon. The dark reaction at night continues to make the carbon units and is somewhat dependent on CO2. But with the amount of photons captured, there is an upper limit. I think all the photons get used, none wasted.

Good paper. The answer is complex but only a 37% increase in photosynthesis can be achieved in one plant. Then you need more photons. And chlorophyl I presume.
