Well - going back to the OP. Turned out the fields in question are shared by three schools in near proximity to each other. So I wrote to the head teacher of the largest school - and nearest to the field in question. I think I can count this as a 'result'. Here's his reply - received earlier today.

Firstly let me thank you for bringing this to my attention. We do take our responsibility for the environment very seriously and I have spoken with colleagues here to see how we might be able to address this.

Central fields are a shared facility between the three schools and we are arranging to meet with the other schools to discuss how we might move forward.

In the short term we will look to organise some more litter collections and liaise with the maintenance team to see if we can prevent the plastics being shredded and dispersed.

I think the fact that the responsibility is shared makes it tougher to keep it tidy. Sharing (at least sometimes) seems to dilute responsibility in non-productive ways.

Tempting, but I suppose by sods law, you punish the innocent and the guilty don't give a fuck.

Maybe get them banned from the field for a week, until it's all cleared up.

Some schoolkids are incredibly dumb. It's the parents who create the retards by the way they bring them up.
