I think there was a major fire somewhere last century where a lot of people perished because they couldn't open the doors and were piled against them in droves. If a house door or an apartment door should open out or into a hallway, in Canada it usually has hinges that have a non-removable pin for safety. When the door is locked, even though the knuckle points out, you can't knock the pin out to gain entry.
When I worked for the school board here, we had to redo a lot of the classroom locks. They were keyed both sides so that kids could not lock themselves in as with pushbutton locks.

Most times the open out rule is from places where large crowds gather, auditoriums, movie theaters, stores and such. Not apartments. Well the Swedish noir documentary that I saw had narrow hallways and doors opening outwards.

External doors here in Australia that are open to the weather tend to open outwards too. Under a patio or verandah the front door opens inwards.
