It means that the right to assembly does not apply to racists who are by definition opposed to parts of the declaration.

They may hold opinions contrary to the rights and freedoms set out in the charter but as article 2 says:

Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.

Marching doesn't qualify as an action aimed at the destruction of rights or freedoms and their right in article 19 and 20 as stated under article 2 is not invalidated by article 30.
