Because you get a better quicker crop indoors and more than one crop a year when you can play with the light cycles.

I don't know about the rest of the country, but apparently it's not as easy to make a decent income growing and selling your own marijuana in California anymore, at least, that's what I've been told by someone in the business. The market is flooded with small indoor growers, there's competition from big Mexican operations, and there's all those folks who have the medical marijuana card that can grow their own. It may not be very cost effective anymore to be using all that electricity.

Most of the skunk smoked here now is grown locally in small setups, either individuals with a few plants or in houses rented by criminal gangs often using illegal immigrants as live-in gardeners. Anecdotally, I've heard that a single plant can gross £3000 in just 3-4 months.

Here's a back of the envelope calculation based on a setup with six plants under one light. It doesn't include the extra carbon produced due to the artificial fertilisers or other considerations, only the electricity from running the light and fan.

I've included the workings out so you can pick me up on any mistakes I may have made:

Because you'd be knowingly allowing a property you own/run to be used for the production of illegal drugs.

It wouldn't matter if they're just growing 2-4 plants for personal use, but if you were aware they are producing it for sale (or aware that the scale of production implied it was being sold) you could be in the shit.
