No, they could be space serfs, pay rent and give a portion of any profits. They incur all expenses of development and we collect their money. Then we don't renew the lease. We own everything after that and just bring in people to work and we collect all the profits. When things go bad we blame Europe for being incompetent and sue them for damages.

Looks nice, but nobody has a ship really suitable for return trips or multiple voyages at the current moment.
I'm disappointed that NASA did not provide a suitable successor to the Shuttle, and Downright pissed at ESA for cancelling HERMES and all similar projects.
We're far too dependant on the Russian Kazakh combine, and we know the limit of what they use.
