But, Vice-Admiral Ron Buck, Chief of Maritime Staff, said Saturday the submarines were well worth the money.
"Absolutely a good buy. We paid less than a quarter of the cost of what it would have cost to construct submarines on our own," said Buck.
The cracks were found on valves in HMCS Chicoutimi, which is still in England.
The navy will conduct an investigation into whether the other three vessels it bought have similar problems.
