Well, substitute for however many you think there are.

My strategy for a mayor vote is this: I vote for someone that I would like the seer to view early in the game. Since Virphen has gotten lynched on day 1 (nearly?) every game, I figure I'll vote him for mayor this time. That way, I don't have to put a lot of worry into whether a Virphen bandwagon is just town doing the usual, and I can focus on other players who are looking a little scummy.

Posts like the one you made above about only being able to know you alone are innocent tend to be made by people who are scum. On the other hand, in most game environments scum don't want to be mayor.
