As far as I can tell, he's the only one who could be "authorized", assuming that is a codeword and assuming the statement in the OP meant a recruitment.

Even mentioning recruitment is wifomy afaic.
It was listed as a remote possibiliity.
Maybe the vig and scum hit the same player. Whoosh, they survive and get recruited.
