If I had a submarine, and staff, I would make it company policy that the fuckers don't fuck up operation of my fucking submarine by breaking local fucking laws.

I suspect it's a result of the increase in evangelical Christian influence in our military.
Pentagon data analyzed by The Washington Post show a substantial rise in the number of evangelical chaplains in the past decade, along with a modest decline in mainline Protestant ministers and a precipitous drop in Catholic priests, mirroring a nationwide priest shortage.
Evangelicals tend to be more activist, and chaplains collectively have influence in the military. We hear a lot about the church/state issues that have arisen since the Air Force Academy is just north of town.

BTW. If you read the full article, the Lt. Klingenschmitt they report on is an extreme example of this trend.
