A Governing Template For Intelligent Life?
Like embryos having similar characteristics yet yielding specific species so I'm thinking that different planets with varying formations yield different kinds of mature advanced technological species/civilizations. So a high mass planet with plenty of iron might yield a species with little space technology but plenty of highways until it eventually becomes its own spaceship. Lighter planets with some resources might have settled on neighboring worlds and develop Dyson sphere technology. A planet made of sand with few resources might simply turn inwards with computational sophistication and become matrix obsessed with little interest in the 'reality' outside. I'm just suggesting there may be some common governing templates, evolved by forcing pressures, on various kinds of intelligent alien 'life' and these might be computable with a little further knowledge of planetary formation beyond the few around here?
What will the world be like after its ruler is removed?

That's going to be a complex problem. Location in the Goldilocks range, water abundance, mass, ratio of elements...tough one...but maybe a rough rubric could be worked out.
