Do they just pull them out of their arses?

By "policies" are you referring to the noises they make, or do you mean the things they do once in office?
What I've found with a few discussions I've had lately is this self-satisfaction that people express with their proffessed open mindedness. In realty it ammounts to wilful ignorance and intellectual cowardice as they are choosing to not form any sort of opinion on a particular topic. Basically "I don't know and I'm not going to look at any evidence because I'm quite happy on this fence."

Both really.... assuming they implement their policies that they were making noises about.

Over here, when politicians aren't literally pulling policies out of their arses they do what for them counts as "evidence based policy making". It involves going on a 3-day fact-finding mission to New York, where they are shown, with very little depth, how some zero-tolerance policy where you get 1000 hours community service for dropping chewing gum on the street has worked and now nobody drops chewing gum and everyone is happy. They come back and want to implement the same.

I know this might not be a popular opinion, especially given how detached from common sense some politicians have been recently, but I think if we are honest with ourselves and look carefully at all the available information coming out of Governments of the world as a whole, on a daily basis, we can easily see sheer volumes of evidence, that they are without a doubt, pulling those policies out of their arses.

I'm sorry if that is a controversial statement.

This is all very cynical. Politicians take care to explore every nuance of policy to ensure that the resulting soundbite looks good in a Daily Mail headline.

Labour, of course, are doomed. Even if they had perfect policies, Milliband is just too weird to be acceptable to voters.

I think the same principle applies in this side of the pond as well to an extent.

Except here we also have lobbyists who wine and dine (and have gay sex with?) our politicians along with major corporate sponsers to fund the campaigns which are getting ever more expensive. So there is a little more soft corruption along with trying to appeal to the media.
