Well -- the N400 naturalization form doesn't require that one have a job. To get a green card, it "can" be based on employment, but most often it is based on family relationships. In that case, it's not the immigrant's employment that matters, it's the ability of the sponsor to sign an affidavit of support showing they can take care of the immigrant if need be.
