I don't know about "most rational", but no matter. Once TERFOR has been established as a government institution, headed by no less than the PM himself, the definition of spreading poison can and will be broadened, as will the definition of what an extremist is. The intent behind TERFOR is to criminalise words, thoughts and ideas. If enacted, it'll be another nail in the coffin for democracy.
