Being able to parrot lofty concepts found in books and to elaborate on them might be useful in academia, not so useful in a forest with cannibals chasing you. So, I'd say intelligence, especially specification, is entirely subject to context.

You're unlikely to get cannibals in a forest. Forests are places of abundance, usually there is no reason for a species to start eating its own kind. Cannibals are usually found in places with scarce and even decreasing resources, like small islands from which forests have been cleared over time, when they start turning to new and inventive ways to source the protein they need.

Actually, all known groups of cannibals live, or lived, in the rain forest regions of the world, and the cannibalism was ritual, not a matter of a lack of protein, so it's you who needs to use your head.

You know what? if this weren't cruel and unusual punishment for all inhabitants, I'd take the 3 states where the tea party is strongest, and give them conditional secession rights for 10 years as an experiment.
Let the tea party run them without interference from DC. After 10 years, if they haven't collapsed already, see what they've become and whether they want to rejoin the Union and whether the Union would benefit from following that example... my bet is collapse in less than 8 years
