I had some Doctor Snuggles on video when I was little, but I don't remember that being the theme tune. Of course, there's a long history in movies of mad inventors coming up with inventions out of their time, or ancient civilisations having technology beyond their capabilities. (any time anyone has fallen foul of a trap in a pyramid, ever)

I've got all the seasons of the cartoon on DVD and I'd not say they're steampunk at all. They seem to be set in some indeterminate point in time. Mag has Howl's Moving Castle .. that's another steampunkish anime film (she's into anime atm) ... It's okay .. but meh okay, not recommendable okay.
I think Metropolis could be considered steampunk
... as could Mirror Mask, one of my favourite movies which has some steampunk undertones

Really though, most of the films don't quite capture steampunk (wild wild west an exception) ... the genre in film is disappointingly under represented.
