I don't see how it matters if it was. It was neatly told with no irrelevant fluff with great pacing. I can't think of one superhero movie which isn't a "checklist" movie. Fan bois, famously, get rather angry if certain quotas aren't filled.
By checklist movie I mean they had certain plot points that had to be included to tell the back story. This one didn't engage me.
Well I can't see how else it could've been. Sure they could've rewrote the story but, y'know, those fan bois.
That's just it, the movie had to do certain things, it was "the first class". Hank had to turn blue, Xavier had to get his Hoveround, Cerebro had to be built, etc. The only "surprises" would have been in which order these things happened.

BTW, did you notice how they changed JFK's speech to fit their plot?
