Boris Johnson is facing fresh warnings that his planning overhaul risks denting his commitment to “level up” the country amid mounting Tory anxiety over the proposals.

Conservative MPs have raised concerns directly with the prime minister about planning reforms designed to push through the construction of more than 300,000 houses a year. MPs have focused on the model used to allocate new housing targets for each area, with Tories warning it would lead to houses being built in their shire heartlands rather than the metropolitan centres.

However, there are new warnings that other parts of the plan could end up hurting the government’s central election pledge to “level up” more deprived parts of the country, where the Tories found new supporters at the last election.

Under the proposals, funds for new infrastructure and social housing would be raised from a nationally fixed levy. The levy, handed to local councils, would be applied to the predicted market value of a building development once completed.

Although the Times reports that the details have not been finalised, under the proposals people “will be assigned a unique digital identity to help them with such tasks as registering with a new GP”. Pub owners, the article suggests, “would be able to digitally verify drinkers’ ages”.

Prohibitively expensive, my puckered hairy arse. France has had ID cards as long as I can remember... once upon a time, people who wanted to get one had to buy a tax stamp as part of the process. While it was not excessively exxpensive (cheaper than the one on passports for instance), it was massively impopular, as a tax on legal existence (you are supposed to be able to produce your ID at any time). So, some time in the early 200s (I'd say 2001 or 2002), the government just waived the tax stamp requirement, making issuance of ID nearly free... only thing they seem to have done to cut costs following this move is to lengthen card validity from 10 to 15 years... and I'm not sure just how much cost cutting they've really done, since these days the cards seem to have a chip and to hold some information on you, including biometrics (fingerprints).
