That is most attractive to those who have lots of savings, an expensive house and other assets. The recipient of care who owns a £1m home will have a much greater proportion of their wealth safeguarded than someone with a £100,000 house.

Also, while neoliberalism is chiefly associated with the American economist, Milton Friedman and the Chicago School of Economy, its roots are firmly in Europe. Prominent advocates were L. von Mises (Austria), F. A. von Hayek (Austria), W. Röpke (Germany) and P. Hennipman (Netherlands).
It should be kept in mind as well that neoliberalism is no more a monolithic ideology than social democracy or communism.
