He didn't take action when it would've been effective.
I don't remember the exact timing, but the WHO said it wasn't so bad (based on Chinese propaganda) and he got roasted for closing the border to China early.
He didn't order a shutdown, he didn't get the PPE and respirator supplies.
He had Barr threaten hoarders. The next day, Apple revealed that they had 9 million fancy masks, and turned them over.
That was his job, not the Chinese President's job.

Trump would never do this, but these sort of measures will be necessary. Rural Finland has large areas with little population, or scattered, and not so many hospitals. It is as big as Minnesota with Iowa stuck to it. They cut off the Helsinki province.
