Although small in number these kind of conditions make it unsafe for some people to go about their business as usual - vaccinated or not. Any mandatoled protocol, and any other govt measures, would ideally account for them - though at the moment the tendancy seems be to lump all the unvaccinated together as recalcitrant ninnies or anti socially-minded idiots. For example, processes should not just exempt people from vaccination but also not limit their ability to go to the supermarket, or force them back to the office, etc.
Here, you can get an official vaccination exemption certificate (paper or digital), signed off by medical authorities, that will allow you the same access to places as those with vaccine certificates. Also, in Oz, what are considered essential retail (supermarkets and chemists, for example) do not require proof of vaccination.

not fast enough...
In October, 25 of every 100,000 people living in counties that voted heavily for Trump died of Covid. That was triple the rate of deaths in heavily Biden counties, according to data analysis cited by the New York Times.

Healthworkers in county still exposed to unvacvinated coworkers (and patients):
The ruling, handed down Nov. 29 by a federal judge in Missouri, temporarily suspends an emergency rule that would have required workers at health facilities covered under Medicare and Medicaid to get at least a first dose of the vaccine by Monday.

The ruling does not prevent health care facilities from enforcing their own vaccine mandates, which several hospital systems in the Omaha and Lincoln areas decided to do before the federal mandate was handed down, but the two health systems that serve Lincoln are backing off of those mandates somewhat.

Doesn't mean anything, of course. Communist propaganda, correlation is not causation, not taking account of all the data, ivermectin!

'Pro-Trump counties now have far higher COVID death rates. Misinformation is to blame'
Since May 2021, people living in counties that voted heavily for Donald Trump during the last presidential election have been nearly three times as likely to die from COVID-19 as those who live in areas that went for now-President Biden. That's according to a new analysis by NPR that examines how political polarization and misinformation are driving a significant share of the deaths in the pandemic.

NPR looked at deaths per 100,000 people in roughly 3,000 counties across the U.S. from May 2021, the point at which vaccinations widely became available. People living in counties that went 60% or higher for Trump in November 2020 had 2.7 times the death rates of those that went for Biden. Counties with an even higher share of the vote for Trump saw higher COVID-19 mortality rates.

In October, the reddest tenth of the country saw death rates that were six times higher than the bluest tenth, according to Charles Gaba, an independent health care analyst who's been tracking partisanship trends during the pandemic and helped to review NPR's methodology. Those numbers have dropped slightly in recent weeks, Gaba says: "It's back down to around 5.5 times higher."

The trend was robust, even when controlling for age, which is the primary demographic risk of COVID-19 mortality. The data also reveal a major contributing factor to the death rate difference: The higher the vote share for Trump, the lower the vaccination rate.

Vaccine produced antibodies not working as well:
They found a 41-fold drop in the ability of the antibodies to neutralize the omicron variant compared with the original virus, a dramatic reduction from its performance against the original ancestral strain as well as other variants, according to a preprint of the study that hasn't yet been peer-reviewed. Vaccine-induced antibodies dropped threefold in their ability to neutralize the earlier beta variant that previously dominated South Africa, suggesting omicron is much better at evading protection.
