Yep, he did. The reason he did that, though, is that he saw it as helping the Union survive intact. From a letter Lincoln wrote to Horace Greeley in August 1862:
My paramount object in this struggle is to save the Union, and is not either to save or to destroy slavery. If I could save the Union without freeing any slave I would do it, and if I could save it by freeing all the slaves I would do it; and if I could save it by freeing some and leaving others alone I would also do that. What I do about slavery, and the colored race, I do because I believe it helps to save the Union; and what I forbear, I forbear because I do not believe it would help to save the Union. Except those local stories out of bumfuck, Alabama where a guy named "Goodloe" writes a dopey, third-grade quality editorial in his own "print only" newspaper which is read by a maybe 50 people in the greater Marengo County area. Then it makes international news, and is published as representative of American racist, patriarchal culture....

There's just one Goodloe story, whereas Breitbart listed 639 stories of people behaving badly to Trump supporters. After a while, it's not news anymore.
You notice this explanation doesn't rely on speculative assertions about people's motives, just numbers and a principle of reporting I learned as a carrier.

So, your theory is that violence against Trump supporters is so common as to have become something of a banality. And, racial violence in the US receives such intense coverage across the panoply of major media precisely because it's so rare it's surprising?
