As far as I know there isn't any appreciable difference between what an acting department head and a duly appointed and confirmed department head can do. The government can't stop functioning while the Senate squabbles, after all.

Neither party wants to let the president's ability to appoint people in an acting position result in de facto circumvention of the constitutional 'advise and consent' oversight function of the Senate. There were loud yalps of complaint from the Republicans when Clinton used the acting appointment liberally, and a law was passed which attempted to erect some guard rails on the process.

The Act appears to give a new president a year's grace to nominate a dept head and if the post remains unfilled for a subsequent 210 days then an already appointed member of the executive gets to 'act up'. I am right in thinking if an acting head is sacked or stands down the 210 countdown starts again? If so, that seems an easy one to game. I guess House Republicans are intensely relaxed about those unfilled posts.

Yes, as I recall there have been instances of successive acting heads, but there are time limits on how long the president can game the system. Typical of many of the 'reforms' in the US government, it's a gesture in the correct direction but doesn't deal with the issue in a comprehensive and observably effective way.
