The official People's Vote campaign did not want that amendment put forwards and asked MPs not to support it. It's because of parliamentary arithmetic i.e even if Labour had fully supported it, it would have been rejected. They want to wait until other options have been exhausted and by doing so force Tories to support it. As it is, the Brexiteers can now argue "we've had a vote on that and it was rejected so we don't need another one". But The Independent Group would rather undermine the People's Vote campaign if it means they can claim they're better than Corbyn. It's certainly arguable if the People's Vote campaign have the right tactics here, but you can hardly blame Labour for following their advice.

Labour are in favour of it only if it can be done in a way which causes as little disruption as possible i.e. remaining in the customs union. Unfortunately May has refused to even let parliament debate the possibility of that sort of Brexit, insisting that leaving the customs union is one of her red lines. Labour are opposed to that, and if that is the only option would want to put it to a second referendum, between that and remaining, in which case they would campaign to remain.
