You are absolutely correct - what you wrote is total nonsense. One country cannot tax another country. It might make political decisions which impinge financially on another country (which often risks tit for tat retaliation), but tax them they can't.

Do you understand the meaning of "tax'? Can you use terms with at least a little precision?

Countries tax each other all the time, in the form of tariffs for importing things. I don't know why you are making the distinction you are, but yes, if Mexico decides to stop having import/export relationships with the US, they can't be taxed.

You are right, and if tariffs put on Mexico pay for the wall, Trump WILL say that Mexico paid for it, he will gain public support that way, and you will still be right.
