Not just governments. Any organisation, be it government of privately owned and run, suffers from burgeoning bureaucracies, cost overruns, failure of projects to be finished on time, and projects that fail to do what they are meant to do. The steelworks had tremendous administrative overheads, ironically by trying to optimise production. People were employed to improve processes, work flow etc. More people were employed to find out why the people charged with that task did not come up with the targeted improvements. Even more people were employed to discover why the people who were employed to find out why the people charged with that task did not come up with the targeted improvements. Then some managers got moved sideways and the new team repeated the cycle.

A huge part of the bureaucracy was created, and grew exponentially, out of the desire by the companies operating at the steelworks to cover their arses. They wanted to avoid being sued by employees for injuries received. The more rules concerning safety were devised, the better the chances of beating compensation cases. The administrative overheads were tremendous. You can't set foot on the site, or any of the ten ore mines surrounding town, without passing several training courses and tests. Some of it can be done online. Not all of it, of course. Getting into the Iron Knight mine took me three days in a classroom, two written tests and half a day of on site induction, and that was only to do deliveries to its central store. The people who finish up the dump trucks go through six weeks of theory, mostly to do with safe procedures, and sit for a test that is split into two four-hour chunks before they start practical training on the actual trucks.

And often left hand does not know what the right hand is doing. Did I tell you about an experience I had with Qantas Airlines while acting on behalf of a customer?

In short, I believe that governments do not have a monopoly on the shortcomings you complain about. I recommend you read Parkinson's Law. It's only 122 pages long, and that includes pictures that take up about 20 of them, so it won't take you much time. Although published in 1958, it is as relevant now as when it was written.

A construction guy I listen to on the podcasts, pointed out that every employee added reduces the output of the rest of the crew.

So if one 'good framer' can do 1000, 2 of them can only do about 1800 (for example)

It bears out with any humans I've worked with. Just looked at a story yesterday where an NGO was asking for government something-or-other, and the government wouldn't say anything about their application, why it was denied or how to correct it.

It wouldn't be so funny, but they DID take the time to answer all those questions, and brought a skilled communications team to bear on ensuring that NO clear information was provided.

I know the 'Ms. D.' who didn't get funded for her project. I think she does 'better than average' work, and there is a very good chance she made no errors. I know some of the bureaucrats who decided. Even knowing all that, I got no enlightening information from their statements.

A pal was asked by a passerby if he could work for his (quite small) company. Pal said 'no, you drink too much and my customers would be frightened of you'. Said it directly, as clearly as one would wish, and I can't imagine a large org. being anywhere near that clear.

Back to the election, the Republicans are accusing the Dems of blocking the 'Born Alive' bill. I wonder if they will use the failure to pass such a (possibly very flawed) bill as a stick to beat the Dems with...
