Trump slashes payments that help poor pay monthly premium:

More than half of the people who buy Obamacare plans on government-run exchanges qualify for reduced out-of-pocket health charges that the CSRs subsidize. Those customers have relatively low incomes.
A greater number of people, about 85 percent of all Obamacare exchange customers, qualify for subsidies that reduce their monthly plan premiums. Those subsidies, in the form of federal tax credits, are not at risk from the Trump administration action on CSRs.

It’s kind of stupid poker he is playing, thinking Democrats will play along and come up with Trumpcare. Every Trump or Republican will have tax deduction in place of subsidies. The American way!

But the game is up. Dems will not play, as they know Trump is a one term president.

Unfortunately it does not work. If you can illegally import bulk drug from India,you could easily make pills. But the bulk drug will have impurities. To do the chemistry for most drugs, you need equipment. The meth labs are a rare case of doing a very simple one step conversion, a sort of reduction. The epinephrine it starts with is already well beyond garage labs to make from scratch.

Trump, who announced ending the payments Thursday night, celebrated that stocks related to the healthcare industry took a sharp dive on Friday after the news.

"Health Insurance stocks, which have gone through the roof during the ObamaCare years, plunged yesterday after I ended their Dems windfall!" Trump tweeted early Saturday morning.

UnitedHealth and Cigna tanked early Friday morning, but had mostly recovered by the close of trading. Anthem and Humana, meanwhile, fell 3.11% and 1.54% by the end of Friday. Centeneand Molina Healthcare, which both have significant Medicaid business and offer some individual insurance plans, dropped 3.33% and 3.37% respectively.

Trump further said on Twitter that he is "very proud" of his executive order, adding that it would "allow greatly expanded access and far lower costs for HealthCare."

The payments ended by Trump's executive order were introduced by the ACA, the law better known as Obamacare, to help offset the cost to insurers of offering affordable plans to poor Americans. Insurers have repeatedly warned that if the payments were cut off, they would be forced to raise premiums to make up the financial loss.

It's true large companies can't exclude or charge higher premiums to individual workers based on their medical history, as Paul and the Trump administration are quick to point out. But the rates an employer pays as a whole are based on the health status of its workers.

At big companies like Pepsi or Microsoft, there are usually enough young and healthy workers to offset the costs generated by those who are sick. Also, large employers usually offer good health benefits to attract and retain high-quality staffers, said Mila Kofman, executive director of the Washington D.C. health insurance exchange who has researched association health plans.

But it's much more difficult to achieve that balance at a small firm with only a handful or workers. So it's likely association plans would try to cherry pick small businesses with younger and healthier staffers. They could do this by charging higher premiums or offering skimpier benefits to firms with older and sicker workers, or those with more women, who tend to use more health care services.

80% of healthcare premiums are spent on re-insurance because the modus operandi of US healthcare insurance companies is to NOT to pay out, they are massively re-insured against class actions.
or even individual suits .

After the deal's announcement, Republican Study Committee Chairman Mark Walker tweeted, "The GOP should focus on repealing & replacing Obamacare, not trying to save it. This bailout is unacceptable."
President Donald Trump, when asked about the deal, called it a "short-term solution" but appeared supportive of the proposal..
