One statistic they mentioned in the piece : 4 out of 5 prisoners smoke.
National average of smokers in Britain : Men 21% Women 19% ......... Overall 20%.

How do they know? Do they check that they are smoking, or just ask them?
If you are a smoker, I think you get issued a cigarette ration, so maybe people say that they smoke to get the ration, which they can exchange for other luxuries like chocolate or gay sex.
