The internets happens to be awash with conspiracy theory nonsense due this bill. It's the first I've heard of it, but it was submitted by a private member and not the cabinet.
Because it hasn't been acknowledged by the media, lunatics are suggesting the 'elite' are trying to legislate through stealth. But the success of Private Member's Bills are dependent on the publicity they generate. If they come to public attention, the public will lobby their respective MPs to inform the outcome of the bill.
But maybe I'm wrong. Maybe it's a massive conspiracy to conscript the nation in preparation for the WW3

I'd think that National Service would be great for the young canon fodder of the coming European war? There'll never be enough work for the majority these days and my uncle, who fought in Italy, believed war was the replacement for plague to keep human numbers down.
