They're necessary to the balance of power between China, and South Korea. Without that buffer, China would have to militarise its own border, heavily. I don't expect anyone to be versed in the school of realism here.
What I suggested wasn't a fact, but speculation. I believed this to be a hypothetical thread, because we aren't North Korea, or its ruling dynasty, and as such we can't articulate the reasons for their behaviour.
