They're necessary to the balance of power between China, and South Korea. Without that buffer, China would have to militarise its own border, heavily. Besides that, every nation should be free to pursue its own interests, without being molested by the international community. They should also have the sovereignty to develop its own nuclear arsenal, given the threat it feels from the rhetoric and sanctions, regardless of its domestic, structural violence against its own people.

Furthermore, the logevity of the regime is of vital importance in containing millions of potential refugees. An exodus of North Korean civilians following any state collapse would guarantee regional instability throughout South Korea, and indeed, China.

What I suggested wasn't a fact, but speculation. I believed this to be a hypothetical thread, because we aren't North Korea, or its ruling dynasty, and as such we can't articulate the reasons for their behaviour.
