Culture clash, staff should be paid a decent wage (including a compulsory service charge if needed) not relying on what is basically pot luck (or a low cut top) to earn a living

LOL - they ARE paid a decent wage. You just don't understand the system. Waiters and waitresses LIKE getting tips, because they can take home a lot more than they would ever be paid if the restaurant limited their pay to a mere hourly wage.

I thought the French didn't tip much, because the tip is already added into the bill and maybe they don't know how the tipping works in non-French restaurants. Time for the French to sue for discrimination.

Yeah you don't tip in Your-rope. That way the waiters can insult you. In their foreign tongue. But some places require a coat check, or used to.

tipped labor must be paid a minimum of $2.13 per hour, as long as the hourly wage plus tipped income result in a minimum of $5.85 per hour
And then there's the thing about them paying tax on their expected tips
whether they've earned any or not.

Nobody would be a waiter for $5.85 an hour. The average waiter or waitress reports (reports, mind you -- and they never report all the cash) between $11 and $15 an hour.
I've worked in and known many folks working in different positions in the restaurant industry, and none of them would work the job if they made $6 an hour. That's $48 a day for a shift. It's hardly worth the drive into work.
