This panel interviewed witnesses, and documented crimes against humanity, and has information that accuses the highest authorities in the Syrian government of complicity in ordering indiscriminate shooting into crowds of protesters, snipers to target the heads and upper bodies of protesters, and the shooting of a 2-year-old girl.
This in addition to sanctions leveled on Sunday by the Arab League against Syria, after they were assured that if they did not take quick and harsh action, NATO would intervene and the case would be taken to the Security Council.
3,500 people have died so far in Syria, more than any other country affected by the "Arab Spring" except Libya, and the casualties in Libya are so far not counted.
