The Home Secretary can ban a march but cannot ban a static demonstration, so the ban may be largely symbollic.
Obviously a static demo is much easier to police than a march, but if people are intent on causing trouble the action just takes place elsewhere.
It's uncomfortable but, like Tatchell said, not the best method.
