American citizens are allowed to voice their opinions about politics, particularly when they're not being paid to do so.

I get the distinct impression that Penn is trying to "act" like a statesman. He's got the look down -- swept back tough-guy hair, professional grey suit. And, he has his entourage schedule him in for meetings with dictators and fascist cronies. The extent of his opinions appear to be "if it involves the US or the UK, I take the other side's view of it..."

He is a tool.

A lot of bombs missed the target indeed, only a few craters were actually made on the runway. Still, having several runs of AVRO Vulcans over your airport will have left some marks in several pants.
