Because immigration policy is a function of the Federal Government enforcement is the responsibility of agencies of the Department of Homeland Security. But they don't have the manpower to carry out the scope of deportation that is being talked about by President Elect Trump and his appointee Tom Homan. But there is a source of assistance that Trump could turn to, and many of them are sympathetic to the deportation effort.

"Because immigration is in the realm of federal law, the role of local law enforcement in policing the border has historically been limited. But, in 1996, President Bill Clinton signed the Illegal Immigration Reform and Immigrant Responsibility Act, which expanded the criminal charges for which a person could be subject to deportation. As immigration became linked to criminal law, local law enforcement—especially county sheriffs, who enjoy relative autonomy free from direct oversight and have jurisdiction over much larger areas than, say, urban police departments—began to play a critical role in the deportation machine. In counties along the U.S. border, sheriffs receive funding, through a FEMA grant program called Operation Stonegarden, to purchase equipment such as snowmobiles and squad cars for use in conjunction with Border Patrol."

"In 2014, the program was modified slightly, to prioritize the deportation of individuals accused of felonies—the so-called “felons not families” guidelines. The following year, the Enforcement and Removal Operations (ERO) branch of Immigration and Customs Enforcement (ICE) set several agency records related to arrests and deportations. After Donald Trump called climate change a “hoax,” his administration spent every single year gutting and undermining environmental protections and regulations.

New York Times: “Over four years, the Trump administration dismantled major climate policies and rolled back many more rules governing clean air, water, wildlife and toxic chemicals. In all, a New York Times analysis, based on research from Harvard Law School, Columbia Law School and other sources, counts nearly 100 environmental rules officially reversed, revoked or otherwise rolled back under Mr. Trump.”

Bloomberg: “The [Trump] administration’s fiscal year 2020 budget proposal would cut a fifth of the funding for the Environmental Protection Agency’s forensics efforts, which support its civil and criminal enforcement investigations.”

Politico: “Trump is once again seeking deep and unrealistic cuts to most federal agency budgets … The EPA’s budget would see a nearly 27 percent chop.”

Slate: “In Trump’s budget, which was also released today, the discretionary budget for the … [EPA] is cut by $2.8 billion.”

Washington Post: “Trump reiterated some of his frequently repeated falsehoods

and petty grievances. ‘The global warming hoax, it just never ends,’ he said. Trump likely to pass one major bill. They may not have the votes for it for months.

House Speaker Mike Johnson informed Republicans at a closed-door meeting Saturday that Donald Trump favored moving his agenda as one sweeping package, according to sources in attendance — a key announcement fraught with risk but one that sets the stage for advancing the president-elect’s ambitious plans.

The effort to include border, energy and tax policies in a single bill is a shift
from where Senate Republican leader John Thune has been, but it also represents an evolution in how Trump’s team has begun to see the legislative landscape over the last several weeks. A source familiar with this change told CNN it had become clear with the spending bill debacle and a narrow speaker’s race that there will be very little room to maneuver two separate bills — one on the border and energy and one regarding tax policies.

Thune and other GOP senators had argued that jump-starting Trump’s term with a border and energy policy bill — packed with widely popular GOP ideas — and punting on a tax bill until later in the year would be a better move politically than risking a dragged-out tax battle.
