They can, actually. There is no legal impediment to them developing nukes. The DPRK withdrew from the Nuclear Nonproliferation Treaty in 2003.

That doesn't mean the rest of the countries out there have to like it, though.

I can't find the full text of UN Security Council Res. 2094, which was adopted yesterday. But, it supposedly "condemns in the strongest terms" the DPRK's nuclear activities. However, I would like to read the text, because I bet it doesn't claim the activities to be illegal.

North Korea will never change willingly. A good 20% of the country and everyone in a position of power would be up for war crimes.
A rational skeptic should be able to discuss and debate anything, no matter how much they may personally disagree with that point of view. Discussing a subject is not agreeing with it, but understanding it.

There are still a bunch of restrictions on trade between North Korea and the U.S., for example, that stem from the fact that we've been technically at war for over half a century.

Granted, abrogating the cease fire is not exactly a strong move towards lasting peace.
